Flagstone Creek Regional Park was formally gazetted as Flagstone Creek (Corbould No 14) Environmental Park on 18 August 1984 under the Land Act 1992. At that time there was a Trustee Agreement with the Director of National Parks and Wildlife. In 1994 the environmental park was gazetted to Flagstone Creek Conservation Park under the Nature Conservation Act 1992.

The upper, main portion of Highfields Falls. The falls are located in Highfields about 15 minutes drive from Toowoomba. Turn off the New England Highway at Dau Road and keep going to the end of the road. The walk is about 300 metres from the top of the track to the bottom of the falls. If you head off the main track to the right at the beginning of the walk, it's about 200 metres to the top of the falls, then about 220 metres from there to its lower section.
