Yes. The USA has similar facilities, they are not referred to as ‘open.’ Here in Washington state we call them ‘camps’ or ‘work release’ or ‘day jail’ or some other liberal nonsense. I could not find a clear definition for “soft option prison.” It does not appear to be an official designation for any type of facility. read more
