I think it becomes a ritual eventually whether or not they get food so a parking lot becomes a hangout spot. Parking lots are relatively safe for birds as opposed to roads. At tourist locations people come with food and may not know not to feed wild birds. Or they find garbage like in this photo. read more

They all face into the wind because their bodies, and particularly their feathers, are optimized for that direction of airflow.
