The tapeworm life cycle requires an intermediate host - the standard dog or cat flea. A young flea - more specifically the larva of it ingests the eggs that are passed by an infected dog. Then these eggs develop in that flea larva. Once the flea with the developed eggs gets onto a dog, the dog ingests that flea when it irritates his skin and then that dog is infected.
