All FBI agents must possess, at a minimum, a top secret security clearance. This security clearance can take anywhere from six to nine months to obtain. The process is extensive and requires a series of thorough interviews of past acquaintances, investigations into any past or current drug and alcohol use, as well as criminal and credit history checks. read more

Arresting an FBI agent in general is not an option for a CIA intelligence officer. They have absolutely no powers of arrest including in US territory yet alone foreign one. The CIA Charter actually prevents the CIA from operating on US soil. read more
