I can answer for Brazil. We had one hurricane years ago that hit hard the coast of the State of Santa Catarina (South of Brazil, cold waters). The Brazilian government, weather agency, scientists, all refused to call it a Hurricane, they called it the Catarina, to avoid qualifying. read more
