Only Members of Parliament can vote in the Parliament. A Minister, initially, may or may not be a Member of Parliament. Part 5, Article 75 (5) of the Constitution of India states that a Minister must be elected to either House of the Parliament within 6 months of his appointment as a Minister. read more
The Constitution of India dictates the following regarding a Minister: " A minister should be (a) a Member of Parliament (b) should become an MP in 6 months" So, going by the definition and its loophole, a Minister need not be an MP directly elected to the Lok Sabha. read more
