I don’t know about other countries but in India, Yes they can. Holi is a festival of Colours and Diwali is a festival of lights. Many Muslim families in my neighbourhood celebrate Diwali and Holi. People of all religion celebrate Holi, Eid, Diwali etc together in India. That’s the beauty of unity in diversity. read more

Muslims do not celebrate Holi as a festival because Holi being a religious festival of Hindus and the mythology behind the celebration of Holi not being endorsed by the scriptures of Islam, makes it obligatory for muslims for not celebrating Holi. read more
