But in a controlled environment, if you cause a parcel of air to freely expand, the subsequent cooling can take the air to its saturation value at that new temperature, and you will have a fog produced. read more

Radiation fog occurs very often during night time, but as said above, a light wind or mixing of air layers is required to form it.
