Can the president make treaties?

The Treaty Clause empowers the President to make or enter into treaties with the "advice and consent" of two-thirds of the Senate. With respect to treaty termination, modern practice allows the President to terminate treaties on his own. In recent times, President James Earl Carter terminated the U.S.–Taiwan Mutual Defense Treaty in 1977, and President George W. Bush terminated the ABM Treaty with Russia in 2001. read more
