if by 'unequal' you are disregarding the sign (+ve/-ve) then no. 5N <---x---> 5N the resultant of the forces on the above block 'x' is 0 but the forces are equal (but in opposite directions). this is the only way to give a zero resultant with two forces (vectors). read more
