From a practical standpoint, I find it unlikely that you are going to find anyone willing to track down a litterer and ticket them based on video evidence. It's probably just not worth the time for a detective to track the person down and ticket them for a minor offense like this. read more

Best Answer: generally the police won't be able to act unless they witness the littering or have more collaborating evidence (i.e. video evidence with a credible chain of custody) and fyi: in many places you can simply take the cans to a recycling collection bin and drop it off for free; they won't ask your age. read more
