As humans have a top speed somewhere around 17 mph I don't think it's physically possible to break a maximum speed limit for cars. However, officers can pull people over for going too slow or impeding traffic. read more
Speeding tickets are issued for Motor Vehicles which have a registration plate. Unless Humans run on a Motor, I think we are fine in not getting a speeding ticket while running. read more
