Theoretically enough fans (turbines to be more exact) could cancel out a hurricane if there were enough of them, they were large enough with enough powerful enough to generate sufficient wind speed, preferably blowing cold air. read more
Hurricanes are heat powered. Atlantic hurricanes weaken as they travel north over colder water. It seems if you could bring the temperature down then the storm ends. The problem is scale. There isn't enough ice in the North Atlantic to make a dent in Hurricane Matthew. read more
