Yes. Germany was losing on all fronts. They had lost Italy, Africa, Sicily and were starting to lose Western Europe. By 1944 Hitler had already been defeated in Stalingrad, Leningrad and Kursk. Also consider - by 1941 the British and Commonwealth armies had prevented any possible German victory. By July 1944 it was obvious that the Germans had lost the war.
