They did neither. This is a Truther Troll question. This whole bit about dust and concrete is part of an elaborate Conspiracy Theory pseudo-physics that has no relation to the actual buildings. Or actual physics. There was a lot of dust, but the buildings did not "turn to dust". The concrete floors were a minor part of the structure. read more
