Air may being rising for a variety of reasons (a mountain forces it up, warmer air is sitting below cold air and is more buoyant, atmospheric disturbances from another weather system). In the California lowlands where I live, they definitely do form in the winter. In fact, you’re far more likely to see them - and lightning, hail, the very occasional tornado, etc that they spawn - in the winter than in the summer. read more
