They definitely can! For me, the tic isn't resolved by hearing the tic. It's resolved by feeling the tic happen whether it be clicking my tongue or making a “mmmmm” sound on my lips. read more

People with Tourette's are also - usually - partially able to consciously repress some of the tics (though not always sucessfully), so that dealing with situations like phone calls or personal meetings can go relatively uninterrupted. read more

Tourette doesn't always show by yelling obscenities. It can also "just" manifest through nervous tics or shouting inarticulate things. So yes, deaf people can have tourette syndrome. read more
