They can have but it should not be inside their homes. Dogs are allowed to be used for hunting and guarding , but Islam does not allow dogs to be inside homes. Reason is because they are not clean and their saliva etc makes a person unclean to perform Salaah(prayer/namaaz). A person should bath before praying if he is licked by a dog. read more
