Yes they do. I live in a pent house and there are no adjacent buildings on one side. Also the Windows have a grill with a padding just big enough to let a pigeon in. Pigeons do lay eggs at the same place. I have a few flower beds in my apartment where I have a number of flower pots. Pigeons come, sit, eat the soft leaves, drink water from the flower pots, play around, woo, make love and lay eggs.
