So basically liquids or gels,or high dense solutions these are the type of matter which can have surface tension. Flame is a plasma state of matter and I don't think it has surface tension. But the layers of stars such as sun are made of plasma. Now it could be a tricky part to understand the kinds of forces the layers must be experiencing.
