If your question is does Penn (The University of Pennsylvania in Philadelphia is in the Ivy League) deserve to be in the IL, then I have no idea, since I went to PSU and know very little about Penn. If you are asking about Penn Stare (at State College, PA) I think they could handle the IL if they wanted to. read more
