As of 2017 it surely works for messages, voice calls and video calls (my girlfriend uses it quite a lot, on her smartphone, to keep in contact with her circle of friends abroad). “Viber out” (call plain landlines via Viber for a fee) should work as well, but I had no occasion to actually check it by myself. read more
