Well, to start with there is no "below" or "above" in space, but I get what you mean, let's take the standard assumption that "above" means in the direction of the polar star. In principle, there could be some planet which orbital plane was significantly inclined compared to the main orbital plane of the main planets, but it would have to orbit the sun's center anyway. read more
