The war could have been won, but Santa Anna was a horrible liability that Mexico had to bear for many years, before and after the Mexican-American war. He stands as one of the persons who has lost the most territory and riches because of his stubbornness and imbecility. read more

One good chance for this was when Scott was scouting for the amphibious landing at Veracruz.
