Intensive patrol is probably the least expensive method-utilize the cops on patrol already and try to maintain a high police visibility in gang areas to prevent individual acts of gang (and other) criminal behavior. More specific responses can be to identify gang leaders and bring them together to broker solutions for turf disputes, etc. read more
