It depends on the water depth. If is very shallow, a drilling rig on a jack up rig can be used. The jackup typically has three or four legs which are winched down into the water till they sit on the sea floor. The rig then climbs up its legs using hydraulic jacks so the hull is actually lifted out of the water. read more

Once oil has been found then if the water is shallow, a steel or concrete tower is placed on the sea floor, and holes are drilled from the tower at an angle to cover the oil field which might cover several square miles. read more

So, the likely answer is no. Doubtless somebody with an actual background in geology can explain why the rift valley that the Salton Sea lies in is unlikely to contain oil. However, the Salton Basin does have some of the best geothermal reservoirs in the US. read more

Oil and gas can move through the porous rocks (rocks with gaps between the grains). The oil and gas move upwards from the source rock where they were formed. When they met a layer of cap rock (a rock with no spaces between the grains) the oil and gas are trapped. A well is drilled so that the crude oil and other liquids travel up the bore hole. read more
