I don’t think the US government has a notion of ‘official birthday’. It cares about things such as whether you are 18 or not, and for that, it is sufficient to ask whether at least 18 years have passed since your birthday; whether any given date exists in the year where exactly 18 calendar years have passed since your birthday is irrelevant. read more
