The purpose of handcuffing someone is so that they can't easily get away (hard to run with your hands cuffed behind your back), and more importantly so they can't easily attack an officer or somehow grab a weapon to use against an officer. read more

As someone with no hands could not grab a weapon anyway, or anything else for that matter, the safety aspect of cuffing someone is already highly mitigated by the person having no hands, so cuffing them would be of little necessity for that purpose. read more
