Having lived through the Bosnian war, I believe that civil war is the ultimate failure of the state. Bosnia is technically still not at war, so by that definition, it has not failed yet. However, most of its institutions are dysfunctional or simply existing on paper only. Corruption is by far the biggest problem in the country. read more
