Chlorine by it's self isn't enough, all it does is disinfect the water (ie kill pathogens). At a municipal wastewater plant the incoming sewage is screened to remove large debris, then it is settled and oxygenated so that natural bacteria can break down the organic compounds, and they'll settle out too. read more

Chlorine is a strong bleach which can be used to kill bacteria from the water but it is unable to purify the water. Chlorine will remove bacteria but the solid waste will remain in the water. Ideally to clean the sewage water you need to have sewage water treatment plant which can filter the water. read more
