I dont think that is a good idea, they want to join ASEAN only to get the money raised by ASEAN members that are meant to help countries in need such as Timor Leste, Laos, Cambodia, etc. read more

So, as you see East Timor is NOT a member of ASEAN. However, since its independence in 2002, the country showed its will to join the organization.
