Legal to carry? Most likely. Legal to use? Thats a gray area. You are not a police officer, so you probably don't have the training to use cuffs safely and effectively. Plus you would need a PRETTY DAMN GOOD reason to cuff someone. read more

Re: handcuffs. it's not the carrying of the handcuffs that bothers me with your question. It is what you plan on doing with them. If you don't have them you won't get in trouble. If you have them and use them you can be charged with kidnapping, false imprisonment, on a criminal basis along with assault and battery. read more
