Current laws say that it is illegal to operate a motor vehicle and text or use your phone - other than hands free. So, no it is not legal to text/call while operating a self driving car, except hands free. The laws have not been changed to accommodate self driving cars. read more

The operator of a self driving car is supposed to be alert and aware of what the car is doing, ready to take control if the car does something wrong. read more

Currently only two states allow the registration of self-driving vehicles, California and Nevada. (I keep hearing Ohio is going to add them, but they havent yet.) These cars must be part of an experimental program with certified robotics engineers, so I doubt a single individual could get a car registered. read more
