If by live, you mean staying there for more than one year in a row, you will pick up some German involuntarily, but it will not be enough to make you, or anybody else, happy. Philip Koloczek is correct that most people in the east speak worse english than the already bad english spoken in the west. read more
Berlin is one of the most cosmopolitan cities in the world and so offers even more in the way of culture. Berlin has more to offer simply because of it’s size. Dresden is more sedate and conventional. In Berlin virtually anything goes. Berlin has three airports, Dresden only one. read more
