Turkeys occasionally drown in the rain as they look up while it rains, while leaving their mouths open. Getting rain in your nose may be uncomfortable, but I doubt you could drown, except under some very unusual and unlikely circumstances. read more

In other words, if this were the scenario, no the person would not drown. However, if it was raining hard enough, and the person holding the other's neck was holding it tight enough, and for long enough, then I guess, yes it would be possible for the person to "drown". read more
