Not really. According to the ICC rule: An illegal bowling action is one in which the bowler's elbow extension exceeds 15 degrees while he is in his delivery stride. The ICC set the 15-degree limit for all bowlers in November 2004. read more
It's throwing only when the elbow is straightened from a bent position by more than 15 degrees (10 deg for pacers) at the time of delivering the ball. If your elbow stays bent, it doesn't mean it's throwing. read more
