Independent nation state of Mongolia is much more developed than Tibet. Of course, culturally and politically, independent Mongolians are incomparably at a better state than Tibetans ( They can at least invite Dalai Lama to Mongolia, even though Chinese government threatens them by closing the border for a week). read more
