No, to become a federation the countries forming the federation need to have a lot in common or more in common than currently the countries of the EU have. A federation has a central government with autonomous states. read more
I think that the odds are quite strong that the European Union will become a federation, out of necessity if nothing else. The Treaty of Rome did talk of an "ever-closer union" in its preamble, after all, and the current Union has been taking on more and more responsibilities with the consent of its member states. read more
