Even more, there were much more effective means in acting against a politician: appealing to the local party office, then to a higher one, then possibly to the press, then to the authoritative people, and finally maybe to the prosecutor's office if any supposed crime is suspected (and just some above-average lifestile or improper behavior could be quite a sufficient reason for investigation or exclusion from the party). read more
