The "mutants" inside the Daleks aren't really mutants at all. They are the Dalek. They are the part that lives, and breathes, and thinks. What most people think of when they imagine the Daleks, the metallic armor with the eyestalk, plunger, and whisk, is nothing more than a tank, a protective shell.
