One way to improve the Italian military would be for it not to be deployed in Abyssinia or for that matter Spain. Both those adventurous (particulary Abyssinia) cost a ton of money, that were meant for modernization of the armed forces. Add to that doctrinal and training improvements and you have a possibility for a competent Italian military in WW2. read more
