Hardly surprising: people don't casually give up a child, there is always some pressing situation making it happen, and "situations" come in so many flavours. I can say a bit about systems, in case that's the intent of the question. Japan doesn't really have adoption agencies in the way we'd expect in the UK and many other places. read more
