I come from Fiji and compared to other Pacific Islands barring New Caledonia, it has the most extensive infrastructure and service for most inhabitants. It is has urban centers that are connected by proper roads, especially on the main island of Viti Levu. By now Fiji is at least 55% urban or more. read more

Best' is a relevant term to use to describe the experience of living in an Oceanic country. If you are after high level of material luxuries, then Fiji would be better off than say Cook islands or Tuvalu.
