Sizes have changed so much over the decades that all brands are guilty of vanity sizing just so their customers aren't 12 sizes more in their clothes then anyone elses. EDIT: I googled the Forever 21 size chart. Their size 0 fits a 25 inch (63.5 cm) waist, without a doubt they are vanity sized as hell. read more
