I believe you need firstly to define liberal, as the word has many connotations. From the perspective of politics, Kuwait is by far the most open. Kuwait would be on the lower end compared to the Gulf countries as you can't really bare too much skin, or grab drinks from hotels and hold hands in public, live together unmarried as easily. However, the locals, especially the younger ones are pretty cool with Western ideologies and will even take part in a lot of these things behind closed doors. read more
