What you are referring to is called a "Passion Play" if memory serves me. And off the top of my head I can only think of the Philippines as the most visible location where this is done. read more
This is not sanctioned by the Church and is not necessary because Christ already did the bloody part. On the regular though, Passion Plays are a reenactment/celebration people do to remind us of Christ's sacrifice. Again, going to the extreme of actual crucifixion is not recommended, necessary nor sanctioned by the Church. read more
Because otherwise God's plan had not been fulfilled. Jesus' death was a replacement. All mankind deserved death penalty since they couldn't live up to God's moral standard's described in the Ten Commandments. Jesus decided to take our place so that we shouldn't be punished.
