Depends on State. For e.g., Capuchin Monkeys are legal in some State's and not others. Not in California, but in AZ. Crazy patchwork of laws. Generally, unregulated. Beware of scam artist that prey on exotic pet owners. I have just experienced a bunch of cases w/ so-called "Rescue" groups stealing rare and exotic pets under the guise of "Rescue". read more
