I assume you are in the US, and already have a license to possess and use nuclear materials. The vast majority of medical isotopes in North America are produced in Chalk River. That's the first place I would look for Pd-103. Pd-107 is a byproduct from fission of U-235. read more
Palladium however is not easily aquired first hand. Besides buying it from someone or by snatching catalytic converters, you would have to travel to one of the half dozen locations on earth where palladium is abundant enough to refine. Or you can get (un)lucky and have a hunk of palladium enter the atmosphere and hit your house. read more
