The issue is simple: The five core counties of the Philadelphia suburbs contain enough people for 5.7 congressional districts. The first five are easy enough, but the Sixth, which would presumably include the final seven-tenths of a district from the Philadelphia area and then three-tenths from somewhere else, is hard to draw. read more
